In this paper the author suggests that with the increasing globalisation of economies worldwide, accessibility to vocational and technical education and training (VTET) systems is very important to people's employment future. People are increasingly mobile, moving to where it is perceived that there are employment opportunities. Therefore, the comparability and transparency of vocational qualifications is essential for accessibility to VTET and employment across the region.

The Advisory Committee for Online Learning was formed in June 2000 to advise governments, universities and colleges in Canada on a coordinated approach to online post-secondary learning. This document is the action plan for expanding online learning in post-secondary education and lifelong learning to meet the learning needs of all Canadians. It is in response to the globalised knowledge society of the 21st century where the success of individuals and the social and economic health of communities and countries are largely determined by people’s skills and knowledge. Its three key goals are to expand online learning so as to: enhance the quality of post-secondary learning experience; improve the accessibility and flexibility of post-secondary education; and create pan-Canadian synergies and critical mass with post-secondary education. The contents are: Executive summary; A new paradigm; Opportunities and challenges; A framework for action; Enhancing quality; Improving accessibility and flexibility; Creating pan-Canadian synergies and critical mass; Conclusion. This report summarises the conduct and results of a survey of training for women at the operative level in six selected industry sectors: restaurants and clubs; retail; community services; property services; food processing; and automotive and automotive component manufacturing. The survey aimed to identify training policies and practices within enterprises in the selected industries. The findings of the survey provide an insight into the way organisations in each industry sector are responding to changes in the workplace, award restructuring and the developing national vocational education and training (VET) system in terms of access to training for women at the operative level. This study assesses to what extent local learning centres and learning partnerships are being developed in order to make learning more accessible to all citizens in 31 countries in Europe. It also tries to give a better understanding of the benefits of partnerships for the future development of the European education and training systems. Based on 62 case studies of local learning centres and learning partnerships spread over Europe, this project provides an in-depth analysis of what constitutes effective local learning centres and learning partnerships and what are the conditions necessary to put them into place. It assesses their value and impact on providing learning opportunities throughout life, their strengths and weakness of different models. The study shows a vast number of attempts to bring learning closer to home by means of new information and communication technologies (ICT). The advantage of ICT is that it makes communication possible at any time and at any place. On the other hand, however, it also provides a difficult threshold for those who do not feel acquainted with the use of ICT yet. An increase of participants is reported by 85 per cent of the local learning centres. In general, new target groups reached include people with lower levels of initial training, the unemployed, immigrants, and illiterates. More specific sub-groups, for whom specific activities or courses are organised include young adults that drop out of education, elderly people and women. This study shows many examples of various ways in which learning centres and learning partnerships may contribute to success. Coaching, mediation between unemployed and employers, interview training, networking, training on the job, are all mentioned. A mix of these measures seems to bring success. Show less

The aim of this paper is to explore the borders between the growing importance of lifelong learning policies and the issues that arise for practitioners already engaging with change. The growing emphasis on an educational sector adept enough to respond to the lifelong learning needs of all individuals, permeates issues of inclusion and equity within higher education. While a definitive understanding of lifelong learning is perhaps debatable, a commitment to the politics of equality has underpinned and continues to underpin the work of practitioners to widen higher education provision. The role of action research is discussed as a possible tool for practitioners developing and implementing equity and inclusion agendas within a local and national policy context of lifelong learning in the United Kingdom (UK).

This working paper was undertaken within the framework of the ILO Action Programme for Countries Emerging from Armed Conflict. The programme is geared to providing guidelines and relevant data to post-conflict countries in planning and implementing programmes for the reintegration of war-affected populations. The needs of women and other vulnerable groups require special focus owing to the disproportionate impact of war on them and also to ensure that they are adequately integrated in the post conflict emergency, rehabilitation and development efforts. As this working paper shows, this is a complex task requiring consideration of a number of critical factors. The significance of demographic changes in the war context and their implications for women's already heavy burden are also examined. The paper attempts to identify proposals for policy and effective action. Show less

Nearly four decades have passed since the Individuals with Disabilities Education Act (IDEA) ensured access to public education for students with disabilities in the United States. During the years following its adoption, there was growing recognition that to lead productive and fulfilling lives as adults, many students need support in the transition from secondary school to post-high school environments. As a result, several reauthorizations of IDEA have emphasized transition planning in helping students with disabilities to obtain employment, pursue postsecondary education and training, and live more independently. Despite the efforts of policymakers and practitioners, a gap remains between post-high school outcomes of students with disabilities and outcomes for other students. To help close that gap, this report reviews the research literature on programs (strategies, interventions, or sets of services) designed to help students with disabilities make transitions.

Asian Americans and Pacific Islanders (AAPIs) have come to be defined in contemporary America as the 'good' minority that seeks advancement through quiet diligence in study and work and by not making waves - the minority that other American minorities should seek to emulate. In reality, AAPIs are a diverse group of various ethnicities and cultural backgrounds; no simple generalization can characterize the group as a whole. Furthermore, despite the 'model minority' stereotype, AAPIs also face academic challenges and socioeconomic hardships. The report provides empirical data to refute prevailing fictions about this group of students, and explains how the 'model minority' stereotype can be harmful: in assuming universal academic strength, teachers and counselors often do not extend help to their AAPI students to the extent they do other students.

This paper focuses on the education and training needs of unemployed Australians with limited education and skills. The Australian government, as part of its Skills for the Future package, will offer Work Skills Vouchers of up to $3,000 to unemployed people with less than Year 12 qualifications, for use in improving their literacy and basic education, and gaining vocational qualifications. The aim is to help low-skilled, unemployed workers to secure future employment, given that most new jobs in the coming decade are likely to be skilled jobs requiring qualifications. The paper suggests that the Welfare to Work policy will need adjusting so that it encourages participation in education and training or many of those people on income support will find it difficult to take advantage of the vouchers and other training opportunities. The paper recommends several adjustments to Welfare to Work arrangements to improve access to further education and training. The Welfare to Work policy as it currently operates, places emphasis on getting people quickly into jobs, often at the expense of upgrading their skills. It is recommended that, instead of giving priority to either quick entry into work or skills development, Welfare to Work policies need to be flexible enough to respond to the individual circumstances of each jobseeker. Many of these people require training as well as assistance with job searching, and the policy should cater for this. Show less
